Can you replenish your Neopets faerie abilities by buying more bottled faeries and having them bless your pet? Because I'd like a way to fill in the lost 39% of power somehow. Even though I haven't got any abilities yet.

You don't really run out of power ever it goes back to 100% after the battle is over. Faeries are only used for granting new abilities when your pet has a high enough level.

Is there any way to increase each Faerie Ability besides it being a random event or prize from the Wheel of Excitement?
It says on Neopets:"There are ways to improve the level of your ability but we cannot tell you  "
I have several that are now at Level 2 and it would be nice to increase them and make them even more powerful if possible . I am not the most skilled player of many of the games on Neopets so my NP earning ability is rather limited and I cannot yet afford the really elite weapons. I have to put my points toward increasing my pets powers to help him win more of the one player battles. I think increasing the levels of several of the Faerie Abilities would be a big help for my pet......if it is possible to do so.

One way is by random events, another is by one of the prizes ont he Wheel of Excitement in Faerieland, which increases one of the pet abilities 1 level.
