For those of you interested in transferring pets to get the Avatars that some offer, you can now transfer any given pet more than once per month.
This was an issue previously, as it meant you had to do the transfer at the end of the month or wait to give the pet back until the next month.
This does NOT change the number of times you can receive or send a pet. You can still only send one and get one but you can get the pet and send it back now, or send it on to someone else who needs it.

TNT has, according to the recent editorial made it OK to "trade" pets permanently. They also emphasize that if you lose your pet to a scammer who promised to send their pet to you and did not or who promised to return an avatar pet, you can report them to TNT but you will NOT get your pet back, so when you trade pets, you do it at your own risk. I will add that this is part of the current Paint Brush inflation issue because now pets have a value, which is determined by the pet's color, Conversion status, and species. No one has a set value for different pets but within people's heads, they do, so people are attempting to make their pets more valuable so that they can use them to trade for other valuable pets.
I find the whole thing disgusting.
As to how you trade, you do it through the Neopian Pound's Transfer option. This lets you send one pet per month to another user. It costs 1000 NP for you to do the transfer and the receiver must pay the standard adoption cost. By transferring, the pet keeps any Paint Brush clothing it is wearing, which would stay with the original owner if put into the regular pound.
I will add that, for avatar purposes, people could always temporarily "trade" pets. Someone could always send me their Orange Grundo provided I promised to send it back.
In the past it was against the rules to "permanently swap" pets. There were several reasons for this including the possibility of being scammed, which hasn't changed, and the possibility that one or both of the the users wouldn't get the pet because they didn't grab it out of the pound in time, which is no longer an issue due to the transfer option.
I'm not one to say that I treasure my pets and that I give them personalities and think of them as anything other than Pixels but I find TNT's allowance of pet trading makes them a commodity rather than a pet. TNT has banned buying pets with items or NPs but they allow "buying" of pets with other pets, some of which haven't been created or painted yet.
I will add that I find the creation of the Transfer option to be a great boon to users. It allows you to safely move a pet to a friend or to an adopter. I used to zap pets with my lab ray until they were painted and then pound them for people to grab but now you can use the Transfer system to give the pet to someone specific.
I leave it to you to decide whether you want to join the melee on the newly created Pound Board.

So when people are bored with their pet, and dislike the name, they can find another pet?

You have always been able to just abandon your pet in the pound to create a new one. I usually don't pay much attention to my pets to get bored with them in the first place although, many people who created pets without taking the time to give them good names, will pound a pet just to have "better named" ones.
Remember, though, you can have up to 20 pets on your allowed 5 accounts, just be sure to follow the side accounts rules on those 4 sides.
