The Lab Ray can give your pet levels but it is more likely to take them away.
Space Faerie Quest randomly awards one of your pets with 4 levels... I think Kitchen Quest might... I know it gives strength.

I believe the Turmaculus gives level-up's to pets, but you would have to catch him (or her) at the right time of the day and run the risk of getting a different result (having your petpet eaten, receiving useless items...).
