I have no way of being absolutely certain, but that's the way it is from my experience. Both from zapping my pet Cisophax (for whom I no longer have changes recorded) and from currently zapping my pet Yourhe ( http://petpages.neopets.com/~Yourhe You can see each species change is to a basic color, but I haven't been zapping him that long).
