If you want a picture under your name when you post on this forum it is very easy

Just go here: http://www.neoitems.net/neohelp/editbasic.php?Cat= and then find the section that says: "URL to your picture (80x80 max pixels, may be smaller) (.gif, .jpg, .png accepted)".

Your image will need to be hosted on the Internet (not your hard drive) and your host needs to allow direct linking.

If you don't have an image then why not use one of the items or pet pictures from Neopets.com?
e.g. http://images.neopets.com/items/tom_scotchegg.gif
or http://images.neopets.com/pets/80by80/petspecie_colour_happy.gif

You can use this form to select a Pet picture. Just find an image you like and right click on it. Choose 'Properties' from the pop-up menu and copy the address (URL)
