Maybe I'm missing something but nothing the Janitor has ever said before has ever hinted to what was coming next.
I don't get how

or "Those lights above each statue sure are pretty when they light up. I wonder what they mean?" He shakes his head. "Oh well, too much cleaning to do, no time to figure it out." equates First To Rise?
Sounds like a unverified theory to me. One based on conjuncture and someone looking for evidence to prove a guess the have made.
