When I go to someone else's post, I can't figure out how to post on there

There is a "Reply" button on each post, towards the right-hand side of the screen  Clicking on that button will bring you to a window where you can post a reply.
Some topics are closed so that you can't reply to them, but for the most part, you use "Reply" or "Quote" to post.

If you can't replay or quote to anything then the post is locked. A Locked post can be a important message from webmaster or any other moderators, announcments, and a post gone wrong.
