ok so now I'm confused...

We aren't allowed to have "party boards" on neopets, right?
ok, well I saw a board on this site that said its ok to have "food fights"
wouldn't that fall under the "party board" category?
or..am I just misinformed about what party boards are?
would anyone mind setting things straight for me? thanks
