I used to buy them to sell in my shop but since the spooky ones came out I gave it up. So now it's 'never'.

Oh! A lottery ticket, I was thinking of scratchcards... Heheh, but Lottery tickets aren't as pricy as scratchcards... Erm, there's a game on it somewhere, and you enter numbers and hope those numbers match the ones picked so you can win big nps... You have to be veryyyyy lucky, though.

I do sometimes! I usually play 3 cards in one day thought,lol. Havn't got close to winning but still, one day! *Crosses fingers*

::Pokes the little D: never option:: I've probably bought fewer than 5 in my almost-3-years on Neopets. XD I wouldn't say no to receiving one from that man who hands them out in random events, though! 
A few old-timers might remember a problem they had a looooong time ago - probably about 34 months ago, because it was when I was a newbie. A bunch of people, by a glitch, receive a ton of NP. I don't remember the exact amount - maybe 10K, 50K, 100K, I don't know - but at the time, it seemed like a fortune. Before I learned it was a glitch, I thought maybe I had won the lottery. 
EDIT: Lucky me! The mysterious man heard me and gave me one today! 
BTW, only mods can use the poll feature!

i have bought them before but not usually...most of the time i get them from dice a roo...sometimes 4 or 5 a day

Sometimes, I might actually think and go buy it...
and at other times, I will only pop over there when that mystery man gives you a ticket thing happens..
