And I mean actually make them, not just tell people I have them when I really don't.

You just choose some cheap items (or whatever price you are willing to fork out) and then give them to your newbies... These items might have some sort of theme and a connection to your guild if you can do so.
That is all it is.

Might I also add that newbie packs are not allowed. They are considered giveaways and TNT is really against anything of the sort. What I suggest is that you give them to your new members as a surprise and not advertise them. This is allowed because it's not a "perk" of joining the guild, it's just the guild owner's decision to give stuff to members.
And, because I'm sure someone will want proof: HERE are the guild rules pertaining to it. I suggest you read all of the guild rules at some point.

You can either put them in a trade and have them bid a junk item to get it or you can just give the items to them... have the items in your inventory, click on them, select, give item to neofriend, type the person's SN into the space provided and accept. They have to actually accept the gift within a certain period of time to get it, otherwise it will be returned to you.
