How would I find someone with a specific painted petpet attached to their pet?

Get lucky. If it's for a guild contest (I see them on the HC all the time) I suggest you quit the guild and find one that doesn't have contests and giveaways. They are against the Neopets T&C and have, in the past, gotten the guild deleted, and members participating in those events iced.
If you just want to see the petpet, use the Rainbow Pool.
