All of the items on Neopets are categorized by what sort of item they are and which shops (or other places) they come from  Aquatic Food is just one of those categories. ^_^

You can't buy stuff here for your collection - only on Neopets (from shops or other users).
The "My Collection" feature here on NeoItems helps collectors keep track of which items they have on www.neopets.com and which items they need to get

You're talking about the "My collection" feature, right? Basically, the idea behind it is just that it gives you a place to record all the items you've collected. This can mean gallery items, stuff littering your SDB... anything! The term "collection" is pretty open-ended - it just depends on what you want to define as your collection.
An aquatic food is just one type/category of item. Every item has a specific category that it is classified into. To keep things neat and organized, Webbie, aka Webmaster, divided the items into lists based on the categories.

Edit - oh, Starrydraik already answered! ^^; I'm not going to delete this post, though, as I think the 1st paragraph in particular might be helpful.
