I found a way to play neopets games offline.However,this might go against copyright.Also,My stupid computer says it does not recognize the file and , thus , can't open it , even though it is a shockwave/flash file.Any Help?

I'm a bit confused by what you just said, but if you play games offline, then you shouldn't be able to send your scores (I'm not sure if they will run either).
In order to send a score, the flash file needs to send your score data to the Neopets databases (such as a PHP file) which then adds your neopoints, updates your high score, etc. If you are offline, then the game can't connect to the online Neopets databases.
