I've been on neopets for 4 months and have gotten no paintbrushes except those ones in the newbie packs

Unfortunately, none. But I have been zapped by Boochi, if that sort of counts as being painted baby.

didn't find any... but on my third day i won a shadow paintbrush with the Fruit Machine... the one i wanted so badly lol.

Unfortunately, I know of no way to increase your chance to get a random pb. It is just the luck of the 'jacko'..... 
However, if you ever get a quest from the Fountain Faerie and you can afford the item she requests, she will grant you one pet to be painted at the fountain! I got lucky a few months ago..she requested a very inexpensive item and got my kougra painted Darigan! Really wanted Royal, but it wasn't an option! LOL! If you count that, I've been awarded 3 paintbrushes in almost 2 years.

Got one from the Fruit Machine (Disco Fever), found one via random event (Pink petpet) and two from the Advent Calendar (Snow and Plushie petpet)...

I got 2 from Tarla (starry PB and pirate PPB), and picket up another 2 PPB from some random event. But perhaps I will buy a baby paintbrush for my side soon.
