I'm afraid this won't be too comprehensive, but meh. And obviously if you want to discover how to move furniture on your own, don't read this!
Go to the Repository and you can move furniture! You'll have to select a piece from the Rukis first. Then go into the repository and click on the Neopet you see near the entrance. Then click on the button to talk to him and he'll tell you what level to place your furniture on. Then all you need is to find an unsmudged outline of the furniture piece you need (square is table, sort of square with two bumps on it is scroll rack, smaller rectangle is bench, circle is lamp). Get next to that outline and click on it, and you'll place your furniture! As of now you can work your way back to the entrance and leave and get as many furniture pieces as you like, one at a time. (If you click on the wrong piece you'll get thrown out for 30 minutes, I've heard.)

This is going to drive me insane... Though I have seen the smudged chalk outlines become clear whilst I went past, so I am assuming that they only have a certain number of clear lined places available at any one time... I'm currently standing in a place with 8 smudged chalk outlines of the piece I need to place...

It started out very easy, but now it's very very hard. I suggest actually trying a smudged place again and again, perhaps by refreshing on the angry pet page, or if not, clicking on a smudged spot and then going back, then clicking on a smudged spot again. The one time I actually saw a spot that wasn't smudged, right next to me, I clicked but someone else was faster. (I have high-speed but a rather old computer.) So unless your computer is so fast you can restock 'most anything, I'd suggest just try smudged spots repeatedly...hopefully other people have better tricks though.

Figured out what floor I was supposed to go to. But Oh no American's count floors differently to the rest of the world So what I reffer to as the ground floor you people call the first floor.

Don't leave the furniture in the Rukis Tent
You'll cannot go to the Scroll Repository
It says:
Isn't there anyone around here you don't annoy?
The foreman laughs as you approach. "Ha! The Rukis don't like you any better than I do! Why don't you just sit quietly there for a bit and maybe think about how you can NOT annoy us next time.

At this point in time 4:07am NST Oct.8 the Interior Decorator is at Row 26 Column 39 on the first floor. (That's the floor you enter the repository from.) He's right on your way to the Basement floor.

I think he's in a different place for everyone.
Seconodly has anyone else had the problem of the furnature being stolen everytime you try to place it? And what annoys me even more is that the repository says its been stolen but when i go into the tent it says I'm stil carrying something.

Yes, he is in the same spot for everybody. He moves around sometimes, but he moves to the same spot for everybody.
I'm not really understanding your problem Alchemist but if you don't see the message:
"Whew! That thing was heavy. Yay! You successfully placed the furniture." Then you haven't placed any furniture. Also you have to click on the outline twice. Once to land on that spot and then again to get the message.
And if you see this message:
"Someone's taken the furniture! Oh no! Someone has stolen this piece of furniture! But what could they want with it?"
That means you've tried to place your furniture on a blurry outline. It can only be successfully placed on a solid outline.
Edited to add - 5:16 am NST Oct 8 - The decorator has moved again. New location: Row 42 Col 43, in the Basement.
6:15 am NST Oct 8 - New location: Row 6 Col 10 3rd floor.

Well... I'm going to need therapy after this one...
Luckily after 8 hours (though I had to leave it as it was getting very stressful), I came back on in the area with 8 spots corresponding to my piece of furniture and refreshed on the same spot I had been standing in for all that time (not a smudged outline place- just a normal blank one), and luckily, on my second try of a clean lined spot, I placed my furniture...
I'm so glad I got my piece when I did though, because the Interior Decorator was just inside the repository when I went in. 
When I was in the basement I was standing next to so many clean-lined chalk outlines of scroll holders (the square with the two bumps). I'm thinking next time I should go for those, as there seem to be many more of them available.
Now I just have to get out of this place... *bangs fists on temple walls in frustration*

OK, I have heard that if you give furniture back to the Rukis you're banished for 15 minutes, and that if you drop furniture in the wrong spot it's 30 minutes.
Dragonstarr, in the first post of this entire thread, I explain which piece goes where. Your other option is to right-click on one of the outlines and open the image in a new window (or view the URL)...the scroll rack will have "scroll" in the HTML, lamp stand will have "lamp," etc., etc.
Sorry about your travails, Summernight; I knew it had gotten progressively harder to place furniture since they started, but 8 hours? :/ It took me probably 1 hour to place a scroll rack in the basement yesterday night, before you had your trouble; I can only imagine it's gotten harder for everyone.

Wow 8 hours! I have only been at it for like 2 hours and am quiting. Staring at the screen is hurting my eyes. I wonder how long we will have to keep this up?

Well, I got my piece 8 hours ago, found the right floor etc, but couldn't place it, so I went off and did other things and came back 8 hours later- hence the huge time lapse (I wasn't sitting refreshing for 8 hours- merely gave up for a time and then came back...LOL). Plus I'm on dial-up at the moment, so it all loads way too slowly.
I think I'm going to leave trying to place another piece of furniture until tomorrow or the next day- hopefully by then all the pieces of furniture will have either been stolen or placed...

Bah, I didn't find the blasted Interior Decorator but I did see a clear outline of my furniture. So I've been kicked out for putting furniture on the wrong floor. -_-

ID New Location - Row 14 Col 16 3rd floor. 10:15 am NST
I've just moved my 30th piece of furniture. 
I'm going under the assumption that when it's all said and done each piece of furniture moved will be worth 1 point. As well as each block moved and each pile of sand. I only got to move 1 block and 7 piles of sand so I figure I have some catching up to do.

My GUESS is that rarer furniture items (like tables) will be worth more than the common scroll racks. But that is a GUESS. We're actually only guessing that moving furniture gets you points at all...though if it doesn't, I'm not gonna be very happy

Yeah, I considered that. But after spending an hour trying to place a single table I decided to stick to Scroll Racks exclusively. I can get twice as many done in the same amount of time.
It'll be interesting to see how long furnishing lasts. Block moving was only about 24hrs I believe, but sanding went on for days.

I've done 6 or 7? The last two times I just figured I'd chance it and TRY placing them on the first floor, since the majority of the times I've talked to the designer he's told me to place the furniture there. And both times I got lucky. It IS incredibly dull, but I've gotten 2 RE's so far (a codestone and a 400 NP card in my Neodeck). I pretty much never get RE's so I didn't think the time completely wasted.
Although the very best line I heard about the whole thing was noted by Heatherjeanek on the Lat board:
"I can't believe how much time I've lost today dragging virtual furnature into a virtual temple only to have it stolen by virtual thieves..."

I did the same thing, Taradith, one time, and that one time was the ONLY time that I wasn't assigned the first floor. x_x
But I can't do this anymore today, it's boring me to death. Of course when I come back tomorrow it'll probably be all over, but hopefully I'll get a few points, anywho. ^^

ive done maybe 4 so far. it is frustrating, and i dont understand why the stupid person must move all the time. I am afraid thought that TNT wont exactly reward us enough for our efforts in the plots. i mean if i get one point from moving 1 furniture, im not going to be happy, 1 point in the maquarian war didnt go very far did it? I really do hope there is a war, then i might be able to get some decent points in the end.
