The cheapest thing there is about 7,000NP. A good time to get in seems to be about 3pm NST and you don't have to eat something just because you got in.

It's REALLY expensive and you can hardly ever even get in!! the one time I got in, i didn't have enough NP!!!

I'm quite lucky, I can get in the restaurant most of the time, but the food there are expensive...

You can always get in now. But you don't get leftovers all the time, and you only get the avatar when you have leftovers.

i got in once, and i spurlged thinking i could get the avie, but i tried to get my leftovers, but i couldn't so 33k just went down the drain...

It is highly rare to get the avatar, as elwing said, but you can get in the Kelp pretty much anytime you wish now, and, some people say this, you have to buy at least a main dish, AT LEAST, to get the avatar, but you still need leftovers. This is un-confirmed though.
((Wish it was the same for the rainbow fountain *drools over pretty water*))

In order to get leftovers from the kelp restaurant you need to buy at least 4 dishes from the different areas of the menu, namely, Appetizers, Main Course, Cocktails and Desserts. The cheapest of each set ranges from 60k-71k. However, the prices on TP are much higher, they can range from as little as 2k-2mill. Each time you splurge on this you get a random chance of leftovers, which allows you to carry back ONE item. I have gotten leftovers twice, but not the avatar. And FYI, it bankrupted me.
