Why would someone just give you two Faerie Poogles? For that matter why would you need two Faerie Poogles?

To get a Poogle, you can either buy a Magical Poogle Plushie, or a Poogle Morphing Potion. You might also be able to get one from the Create-a-Pet-Center, but I believe there are none left to create at the moment.
After you have a poogle, you would then need to paint it Faerie with a Faerie Paint Brush.
You could do both of these in one step with a Faerie Poogle Morphing Potion, but those cost at least a million neopoints I'd imagine - they are not easy to find.

Morphing Potions stock in the Magic Shop, however they do not stock often, and when one comes along everyone is scrambling to buy it too, so the chances of you actually getting one are slim to none.
Your best option is to try the Island Trading Post or the Auctions.
For access to the lab you need to collect all 9 pieces of the Secret Laboratory Map.
