I joined a guild that gives out newbie packs and yes I sent the owner information about what's allowed and not allowed in guilds. my question is this Should I quit the guild? What if you were to join a guild on your side that gave newbie packs out to members would you be allowed to accept it?

If the owner of the guild stops giving them out, you should feel free to stay. If they do not care and wish to continue, it is up to you but I have heard of entire guilds getting punished. Chances are, though, if TNT does anything about it, only the owner and/or council will be punished.
You would be allowed to accept them... from a "side account'" point of view. It's only Neopets regulated stuff that you can not double up on. I would not accept them in general, though, because if you know they are against the rules, and accept them, you are just as guilty as the person who gives them out, much as the person who pays for services on the site, knowing it isn't allowed is as guilty as the person who asked for payment.
Remember: Gifts are great, prearranged payment/ giveaways are bad.

right now it's just the owner and I in the guild nobody else but I do like the guild. I did mention that she should remove the word contest from it and she told me alot of guilds had the word contest in them. The owner of the guild is new to neopets but I don't want to get in trouble or frozen. I do have a question to ask my question is this If I were to get frozen would all of my accounts be froze or just the 1 that broke the rule? Maybe if somebody else checked out the guild and would write to the owner maybe she'd listen to them. it's called adoring,adorable fans it's about miley cyrus & dogs too.

Just because "a lot of guilds have it" doesn't make it OK. If anyone ever reports the guild she WILL get in trouble.
If she doesn't care, then it's her own fault.
I'm sure that you could find a bigger, more active Miley Cyrus guild and there are tons of active dog guilds. If you have more than one account, you're better off joining both on separate accounts. The chances of a guild that has two themes getting a lot of members is essentially zilch.t

Thank you and I think I'll check out other guilds to join on my sides and see if i can find one about dogs.
