I tried using it a few days ago, having changed my location to the US, but I haven't been able to receive any of the prizes.. I disabled my adblocker, followed the links and clicked on the advert, but then that was it.. nothing happened. The guide said something about "click here to receive your [whatever]" but I didn't have a click here option, so I dunno.
Oh well, missing out on a few milkshakes isn't going to kill me

Info: Just go there and refresh a bit until a advertisement appears and click on it.
Shenkuu:
Shenkuu Chocolate Milk Glass
Info: Just go to Shenkuu and refresh.
Terror Mountain:
Terror Mountain Chocolate Milk Glass
Info: I found mine at the Advent Calendar, but I assume it's possible anywhere in Terror Mountain.
Some people have them all, so I assume it's possible to get them all now.

and poof the glass was in my inventory

Same thing happened with each of those.
Oh and before I forget, I bought the vitrupets milk glass in the food shop in Neopia Central so I'm assuming others are probably restocking as well. So that might be where some people are already getting the other glasses even though Snap only has 3 clues on the bulletin board (corresponding to the ad banners) .
The whole thing reminds me of the Dragonball Z promo from last year, but we just got np from that not prizes. Hope this helped. 
Last thing... My click here was a hotlink each time. There was no separate button.

Thanks for the help ladymage. Seems that I'm doing it right, but I've still not gotten anything... I followed your links and the same things showed up as they did when I did it myself, and when I "clicked here" (although I didn't personally receive a message telling me to click here) I just get this message:

Hey! Glad the site's back up 'Tis a very useful place, though it seems to be missing much of the content it had before (concerning this game). Either way it's helped me and shock horror! I've actually been able to chase Snap around and have myself three mugs of 'shake! Hurrah!
