Update: Somebody said the ID# is 40141.

Here on Neoitems, every item we don't have the ID number for is MIA. If we have the item's name it has usually been released but we just haven't found someone with the item so we can get the ID. If we don't have the item name, TNT hasn't activated it so that it appears in the shops, shop wizard, and/or search bar (provided it's under R98). There are a few other issues/possibilities but these are the ones that relate to your comment.
Hope that makes sense.

Hi! Me again
I noticed the collectable card "Mysterious Aisha Sorceress" is still listed in the database with a purple back. Neopets has changed it to a black backed card, to make it actually correspond with its rarity! Yay!

The "Special List - Paintbrushes" seems not to include the Camouflage Paint Brush.
