Yes. You can even repaint a petpet to its basic color by finding what color it's listed as in the Petpet Puddle and using that color Petpet Paint Brush on it.

It depends on why you want the petpet. My gallery requires all of the petpets with "Green" in the name... some of those petpets are worth more unpainted but I still need them for my gallery. Some users just like the way a certain color of a petpet looks, so they will paint it. I never suggest that a user decide a petpet based on its cost, unless it needs to be cheap because you don't have the NP for a more expensive one.
