ICQ is a messenger (I seek you if you say it out loud) Instead of pinning a person down to a specific name, you get a number when you create your account. THe number you hvae stays the same no matter what you want your nickname to be. SO instead of giving somebody your ID name you'd give them your ICQ number or UIN.
