Kelp is like the Golden Dubloon in Krawk Island. It's a restaurant and if you get in you can feed your pet from the expensive choices they have on the menu. Sometimes you get to take a food item home if your pet is full.
As to how you get in...I think you just have to keep trying. I think it only allows a certain number of people in at once so perhaps try in the less busy hours, between 2 and 6am NST perhaps. I got in a few times when it first opened but I haven't been able to since. Not that I've really tried though, it's a bit on the expensive side!
