That is correct. Plots are site events which take place during special times in neopets (i.e. only come around once, then it's over). To date, the Altador Plot is the only plot which isn't restricted by time, and can be participated in at any time (for the forseeable future at least). Neopets may create something similar again, but we will have to wait and see.
in the meantime, we wait to see what they will create for us. they still need to reward us with The Tale of Woe prizes, and after that i'm sure the next plot will be coming soon (or at least in planning). You must remember: they have begun planning out these plots 1 year in advance now, as some of the merchandise they sell is sold when plots are about to or are taking place, and it takes awhile to get merchadise ready for the masses.
